New Book Describes Martin Luther King David George Ball and the Inspired Struggle to Get America the 401k

History Publishing Company of Palisades, NY, has signed a contract with David George Ball to publish Mr. Ball's book "A Marked Heart:" A spiritual journey inspired by Martin Luther King led to financial security for millions of Americans. The memoir recounts the author's journey from wartime England to his position as Assistant Secretary of Labor under President George H. W. Bush.

As a scholarship student at Yale Mr. Ball gave the relatively unknown Martin Luther King his thirtieth birthday party. Dr. King, in turn, inspired him with life-long ideals and David vowed to help make the world a better place in a secular career. He found his calling when President Bush nominated him as Assistant Secretary of

Labor and head of the Pension and Welfare Benefit Administration. Cut-throat politics in the Senate almost prevented his confirmation, but his sense of mission enabled him to persevere. He hung a photograph of that party for Martin Luther King on the wall of his office of the Labor Department and fought back against bureaucratic challenges to his mission. His mission was to provide a road map to open the way for a new kind of pension plan called a 401(k) plan, which now provides a financially secure retirement for millions of Americans. A Marked Heart is a magical chronicle of how one person inspired by Martin Luther King made a difference in the world.

David George Ball was born and attended grammar school in Gloucester, England. In 1954 he entered Moody Bible Institute to train for the ministry. But after receiving his bachelor's degree from Yale in 1960 and a law degree from Columbia in 1964 he became an attorney with White & Case, a Wall Street law firm. From 1970 to 1974 he was Assistant Secretary of The Babcock & Wilcox Company and from 1974 to 1989 he served as a senior executive of AMAX Inc., a metals and mining firm. While at AMAX he championed the first 401(k) plan adopted by a large industrial company. In 1989 President George H. W. Bush nominated him as Assistant Secretary of Labor and senior government official responsible for enforcing ERISA, the pension law. In 1992 as Assistant Secretary he published a regulation fostering the rapid growth of 401(k) plans, which was described in the New York Times as "the most significant thing to affect the pension industry in years." From 1993 to 1998 he was managing partner of the Washington office of the Virginia law firm of Williams, Mullen, Christian & Dobbins.
