It is believed that deployment matters pose a greater potential threat to the successful introduction of V2V and V2I systems than technical concerns. V2V and V2I communications can bring valuable rewards in terms of safety, allowing constant, real-time sharing of information that will help warn of hazards and also potentially regulate the flow of traffic. It will also provide vehicles with effective internet connectivity through roadside gateways.

The report concludes, however, that V2V applications are unlikely to drive the adoption of this new communication channel because there will not typically be another equipped car within range to 'talk' to. The initial emphasis is therefore likely to be on V2I applications that provide an immediate benefit to the driver.

The outlook creates an implicit requirement for a network of roadside receivers to be in place at the same time as vehicles equipped with appropriate communications systems are launched on the market. This "chicken and egg" situation could provoke problems similar to those that threaten the schedule for the EC's proposed pan-European E-call service.

The 43-page report looks in detail at the options being considered for a standardised radio link, routing protocols for MANET's (mobile ad-hoc networks), together with the potential applications and deployment issues for V2V and V2I communications technology, providing in each case an authoritative picture of the current situation and an informed opinion on the future outlook.
