Counterterrorist Experts Book Provides Roadmap for Cities and Countries...

She says terrorism cannot be wiped out in our lifetime but it can be managed and controlled through hardening of facilities, buildings, and businesses and education. Educating the public on early warnings such as what terrorist behaviors look like reconnaissance stages they look like and even what smell may give off early warnings is the first step in building a country'ss terrorism deterrence program. Every attack studied after the produces evidence showing that reconnaissance took place months before the attack occurred. Reconnaissance is a critical step for the terrorists to be able to carry out the attack. This is because information has to be physically verified by a human at the actual location where the attack will occur and being there makes them vulnerable to detection - if people at the target location are highly vigilant and proactive in reporting suspicious acts or people that don'st seem to belong there. Elsa Lee'ss book just hit the streets and opened strong even before the Mumbai attacks took the world spotlight. The attacks in Mumbai are a clear sign that terrorists whether firmly or loosely affiliated with Al Qaeda are not ready to communicate their message in a diplomatic or civilized manner. Mumbai attacks also showed the world that the weapon does not have to be a dirty bomb or an IED - improvised explosive device - a machine gun being fired randomly in hotels or hospitals gets the message across loudly and clearly.



For people outside of India, Westerners, British Citizens, or American'ss - it'ss not so important to understand what motivated this attack - be it a conflict between India and another country or internal groups surfacing as home grown terrorists. What is important is that this can happen anywhere - and not everyone is willing to settle scores in a civilized manner. Any westerner that doesn'st get this will only be taken by surprise when such attack occurs in his own backyard.
