- The largest company, RKS is a partnership between RAO UES and Gazprom, the gas and electricity giants and the others are mostly own by Russian oligarchs

- These new groups are also investing in other CIS countries

- There is a pressing need for investment in the water and sanitation sectors in these countries, which the state governments have devolved to the municipalities without adequate financial backing, but western MNCs are proving reluctant
