Fort Lauderdale, FL March 22, 2009 -- Title 33 of the US Code of Federal Regulations (33 CFR) contains all US regulations dealing with the navigable waters of the United States, and navigation in those waters. The Title has three volumes, and the US Coast Guard, the Army Corps of Engineers, and the Saint Lawrence Seaway Development Corporation author the regulations they contain. The government finalizes a new edition on July 1 of every year. This and all other marine-oriented titles of the CFR are available from American Nautical Services, a US-based retailer of nautical books and charts.
The new 2008 editions of all CFR titles have red covers. Changes to 33 CFR since the last edition year, aside from non-substantive housekeeping changes, include the following:
> Transportation Worker Identification Credential (TWIC) cards are now mandatory for all mariners and workers who require unescorted access to secure areas.

changes essentially are to harmonize with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, better known as the STCW Convention.
