Radical new proposals put forward by the Government today outline plans to charge households that are not Green higher rates of council tax.
Ministers are set to consider if financial punishments should be rolled out on homeowners who have not installed appropriate insulation or double glazing (http://www.centralscotlandjoinery.co.uk). The idea has been welcomed by Climate Change Secretary Ed Miliband, who will be the first to
announce the final plans this autumn.
John Adams, the UK'ss Green Council representative, came up with the new plans and advised that further added that non-participating households may also be threatened with higher stamp
duty when they come to sell their property; a factor that may deter potential buyers.
According to The Energy Saving Trust, the average household saves around 's163;200 per annum in energy bills after installing insulation and a further 's163;140 from double glazing. If
all homes in the UK were to install double glazing, over 's163;700 million would be saved annually in energy bills.

that everyone in the UK should be doing their bit to help reduce carbon emissions, threatening homeowners with higher bills will only create unrest and add to the financial hardship many
are currently battling with. Consequently, cost saving shortcuts may be favoured, such as employing the cheapest double glazing company to do work, which could result in disaster.'s
Matthew Sinclair, of the TaxPayers's Alliance, said: 'sIt is absolutely shocking that the Government is still threatening new bogus green taxes when taxpayers are already paying a fortune
in higher prices for their electricity, gas and petrol thanks to ineffective global warming policies.
Mr Miliband is looking for 7 million homes to have undergone efficiency upgrades by 2020, with the rest following suit over a further 10 years. While he is expected to back the main
proposals behind the green mortgage plan, he will not announce until the autumn whether he will accept penalties based on stamp duty and council tax.
