Michael F. In 1996, he was an expert witness on outsourcing at hearings called by President Bill Clinton and, in 2002, was invited to testify before the Office of Management and Budget's8217;s Commercial Activities Panel tasked with redefining the Federal government's8217;s outsourcing policies and practices. His client roster includes organizations as diverse as American Express, Bell Canada, the U.S. Department of the Navy, EDS, GlaxoSmithKline, Hallmark, IKON, Pitney Bowes, Sentara Healthcare, Trammell Crow Company, Unisys, Xerox, India's8217;s NASSCOM, and the People's8217;s Republic of China.
