SoftwareMining Helps US Tax Office Translate COBOL Application to Java



The language modernisation project for a US State tax office (MERITS Project) has been successfully completed using SoftwareMining's CORECT technology, saving significant time and manpower over manual rewrite or total system replacement.





Working in partnership with Revenue Solutions Inc, a systems integrator specialising in tax solutions, SoftwareMining's tools were deployed to perform the translation, testing and enhancement to the application.



In May 2008 the US State Tax System's mainframe was switched off and the new Java application, deployed on Sun boxes, has now gone live.



Danny Reeves, Project Manager at Revenue Solutions, said: "In 16 years of implementing complex tax systems, the MERITS project has been by far the most successful implementation to date. The translation of the COBOL code to JAVA using SoftwareMining's translation software was a tremendous success. RSI is an advocate of reengineering legacy systems that meet the majority of the user community's business needs, rather than recommending the wholesale replacement of a working system.



"Our experience of working with SoftwareMining reconfirmed our view that reengineering enables a business or government agency to reap the benefits of modern technology without the significant risk and cost associated with wholesale replacement."



With five million lines of COBOL code to Java completed in 14 months, the majority of work involved a re-design of the screens, functional and non-functional (SOA) enhancement of the system and testing.



Work is now commencing on translation of a 2nd set of applications for this Tax office.
