CACH International proposes a national program to house and protect evacuees following mass disasters.
Combining the Base Realignment and Closure (BRAC) system of removing bases from the military inventory and the Federal Emergency Management Agency (FEMA) regional model, CACH
International proposes converting selected bases to serve two roles: pre-positioning of necessary emergency supplies and maintaining the bases through a combination of Federal, State, and
Non-Governmental Organization burden-sharing in preparation for supporting and/or housing victims of a disaster.
Charles S. Thomas, Managing Director of CACH International, a business resiliency and crisis management consulting firm, stated in the release "We can't turn back the clock but we can
look ahead and realize that any number of natural, technological, or human-induced disasters can make a wide area of the nation uninhabitable as witnessed by the devastation of Hurricane
Katrina and subsequent flooding of New Orleans. Be it a chemical, biological, radiological, nuclear or explosive event, a town, city, or entire region and its society can be
devastated.
The concept of this program, he continued "enables displaced workers to participate in the operation of the Surge Evacuation Posts or participate in learning new skills for when it comes
time to leave."
"BRAC facilities typically have the housing, utilities (gas, electric, phone) and infrastructure to support such a program. As well, their proximity to highways, availability of landing
pads and runways make them an ideal location as a base of operations in all of the FEMA regions. Housing, schools and day-care, food services, and hospitals can be readily re-established
given the proper administration and management of these facilities - national assets that are recognized as under-utilized."
