The bill creates a four-year, renewable Z visa for those present within the U.S. unlawfully before Jan. 1, 2007. It also gives immigrants a certain amount of time to gain status, under certain agreements, and allows minors to gain citizenship in a shorter amount of time. There are also citizenships granted to workers that can demonstrate their work efforts for a certain amount of time.
To show that border control is being noticed, the bill is also calling for more border patrol security, fencing and security cameras. While most people are in agreement for better border control, many feel that the bill still lacks the solution that is anticipated in the passing of the bill. The United States has granted amnesty to millions of illegal immigrants through different amnesty and laws. Previous to the first large attempt at a bill, amnesty was only given on a case by cases basis. The first amnesty in 1986 gave about 2.8 million illegal immigrations the opportunity to change their status through the Immigration and Reform Control Act (IRCA).
