Dr James C Lumberson of Genesis Behavioral Healthcare Defaults on Florida DJJ Contract



An article in the Tampa Tribune on June 29 is the first in a series investigating James C. Lumberson, Ph.D., founder of the Faith-Based Florida corporation, Genesis Behavioral Healthcare, Inc. with home office located in Winter Haven, Florida.

The Tampa Tribune reports that Lumberson, after notifying the State of Floridia, Division of Juvenile Justice, prematurely cancelled is contract with the State which provided medical and psychological services in 4 state-run detention facilties. The facilities included a boot camp in Tampa and halfway houses in Tampa, St. Petersburg and Fort Myers.

Lumberson's early suspension of services left the State having to search for interim psychological and medical support services, leaving youth to be bused to another facility to receive medical services from staff nurses. It is unknown whether the facility actually has an M.D. on call at this time.

The article also reports a state audit of Lumberson and his now defunct Genesis Behavioral Healthcare, Inc., revealing that some Comprehensive Mental Health Evaluations performed on youth were performed by staff members, including secretaries, who weren't properly licensed to oversee mental health evaluations. These evaluations resulted in youth being sent to detention centers, the equivalent of prison for adults, at the hands of untrained "writers," as Lumberson referred to them.

Because of failing to run a background check on Lumberson, numerous state of Florida contracts were awarded to his company, regardless of his criminal background record that finally resulted in his disqualfied status with the Department of Juvenile Justice.

Lumberson, although currently under investigation from numerous complaints, is still licensed by the State of Florida, Bureau of Quality Assurance, the Florida agency charged with investigating charges that may endanger the public safety.
