Key Legislative Issues Analyzed in State Capitol Countdown

With state legislatures largely adjourned for the year, State Net, the online legislative information service, has released analysis of how nine key issues fared with lawmakers.

According to Rich Ehisen, editor of State Net's Capitol Journal and co-author of the countdown, "While state lawmakers considered more than 150,000 bills dealing with a multitude of issues this year, only a relative few had the 'legs' to become law especially in multiple states.

"At the start of 2007, there were a number of issues that looked promising. And seven months into the session -- with all but a handful of states having adjourned -- most of these issues have lived up to their billing."

Issues covered in the capitol countdown are:

HPV vaccination - more than 20 states introduced legislation at the start of the year to add HPV to the list of diseases school-age children must be inoculated against. In Texas, a controversial executive order mandating vaccinations was reversed by the legislature and likely put the freeze on other states. Virginia, the lone exception, made the vaccination mandatory for school enrollment.

Data privacy - more than 200 bills were considered in 39 states, typically they require businesses to notify consumers when security breaches have occurred, or allow breach victims to have more control over their credit files afterward. Public furor over a massive security breach at retail giant TJX fueled four much harsher bills that would have forced retailers to bear the full costs to consumers for security breaches--only Connecticut approved their breach accountability measure.

Real ID - Ire over cost and potential privacy issues spurred more than a dozen states to pass bills or resolutions opposing implementation of Real ID, with many more still pending.

Also covered in the report is legislation related to hiring illegal aliens, credit scoring, bans on trans fats, RFID, ethanol and global climate change.
