Communications Firm Sees a SilverLining for Telemarketers



John Ruby is the CEO of Global Communications Networks Systems, a telecommunications firm, and he recently discussed the future of telemarketing following the permanent extension of the Do Not Call Registry.

John Ruby has run Global Communications Networks Systems for thirteen years. The firm provides consulting services to telemarketers and other call-center operators.

Ruby and those in the telecommunications industry were dealt a hard blow on October 1, 2003, when the Federal Trade Commission's National Do Not Call Registry went into effect. The act severely limited a telemarketer's ability to make unsolicited phone calls. On February 15, 2008 the Do Not Call Registry was approved by President George Bush and became law.

On March 3, 2008, Ruby spoke with NJBIZ Staff Writer Martin C. Daks about the way the Do Not Call regulations, along with a permanent extension President Bush signed into law Feb. 15th, affects his clients and his business.

"Global Communications Networks Systems provides discounted voice and data telecommunications services to businesses across the nation, matching them up with telecom providers that meet their pricing and other needs," explained Ruby.

When asked about his initial response, Ruby replied, "I was worried when I first heard about the proposal for the Do Not Call list. Call centers were a big part of my company's operations and I was worried that the $11,000 per-violation fines it called for might put our clients out of business. But before the legislation went into effect, I found out that some companies were offering outbound call-blocking technology. When I heard that, a light bulb went off and I realized this could be good news for my business."

Ruby described the fate of his business and telemarketing in a positive light saying that some firms did go under in the beginning, but his business has actually shown improvement.

Today, Ruby offers advice to telemarketing firms. "We advise them about the different requirements involved in telemarketing regulations. We don't have any liability if their representatives don't follow the rules."

Ruby explained that there are options out there to protect telemarketing firms. There are automated systems that will prevent calls from going through to anyone on the Do Not Call List. This prevents the firm from any costly mistakes.
