president-engineering, reporting to Rick Orriss, the company's8217;s president and CEO.
He succeeds Cheng Liu, who successfully led the engineering team through a number of product releases and customer deployments but recently elected to return to his West Coast home after
five years of coast-to-coast commuting.
Hartley joined Leapstone in July 2005 as senior director of product strategy and management. He has 20 years of experience at Telcordia Technologies and Bellcore, its predecessor, in
developing innovative communications systems that have been deployed by major carriers as part of their service infrastructure.

Prior to joining Leapstone, Hartley was executive director at Telcordia, where he was responsible for building carrier-grade network systems for wireline and wireless carriers, including
a globally deployed Real-Time Charging System and a Class 5 VoIP softswitch. During the 1990s, Hartley led Telcordia's8217;s entry into the wireless carrier market with the development of
a Wireless Intelligent Network Services platform and a Home Location Register (HLR).

Hartley holds a bachelor's8217;s degree in mathematics from the University of Rochester and a master's8217;s degree in computer science from Georgia Institute of Technology.
