Pete Mento looks into the effectiveness of Customs strategy to ensure Port Security and Import Compliance standards in his new book
In 1993, a dramatic shift occurred in U.S. Customs policy with the passage of the Customs Modernization Act (commonly referred to as the MOD Act). Under the Customs MOD Act, both the U.S. Customs Service and the import community equally share the responsibility of enforcing and adhering to trade laws and regulations.
Add to this the new focus on security in the supply chain as a reaction to the events of 9/11 and the mission of Customs has never been more complex.
This study addresses the question of whether U.S. Customs and trade laws can be enforced through partnerships with importers (such as C-TPAT and ISA) in this era of dramatically increasing trade volumes, global threats to the supply chain from terrorism, and a shrinking work force for the U.S. Customs Service. Are management-based regulations an effective trade compliance and cargo security tactic If so, can the import community apply the required diligence to ensure the program is effective as outlined by Customs Lastly, do these Customs partnerships and methods for ensuring compliance negatively affect the flow of legitimate trade or enhance them

ABOUT AUTHOR
Peter M. Mento is a Licensed Customs House Broker as well as the Principal Consultant of a group specializing in U.S. and international Import Compliance Services for Expeditors Tradewin, LLC a wholly owned subsidiary of Expeditors International of Washington. He has been advising companies of all sizes on matters of international trade for over 13 years.

Mr. Mento comes from a diversified background, including major stints on the deck of Merchant Marine vessels and appointments with AEI and Panalpina. He also worked for three years at KPMG LLP as the National Practice Leader for their Global Trade Consulting Practice within the Trade and Customs Group.
Pete earned his B.S. in Marine Transportation from Maine Maritime Academy, where he is serving his third consecutive term on the board of advisors.
